With refer to our Report of the subject of any Surplus which have arisen in China, from receiving dollars by weight instead of in tale; We beg leave to state that Mr Johnston's reply to the Inquiry, forwarded in the above report, informs that there is nothing recorded in the Archives of the Superintendency, to show that the practice adverted to by Mr Elmotie existed, or that there was any Surplus Balance in the Chest at Macao, at the time referred to by him.
The fact of a Surplus having accumulated at the Colonial Treasury after a long Series of minor payments by county, is proved by Mr Mercer, the Colonial Treasurer, having brought to Credit on the Account for 1848, which we have received, "Surplus gradually accumulated in the Chest of The Treasurer" Mr Mercer explains the Surplus to have arisen from the receipt from the Merchants at different times of Carolus Dollars, not like the other Spanish Coin, broken, but full, with Stamps of the Shroffs; only the usual Chope; and he states the difference that existed
